Celia Swink brings over two decades of experience in human resources, compliance, and operations to her role as HR and Compliance Manager at Neelz. With a strong background in the construction and contracting industries, Celia has a deep understanding of the behind-the-scenes work that keeps teams organized, protected, and running efficiently. 

Celia oversees all aspects of HR and regulatory compliance at Neelz, including employee onboarding, payroll coordination, licensing, continuing education tracking, and insurance reporting. She ensures the company remains in full compliance with local and state requirements, while also supporting a positive and well-structured workplace environment.  In addition, Celia coordinates the Neelz OSHA safety program to ensure our employees and job sites are safe and OSHA compliant. 

Before joining Neelz, Celia co-founded and led Swink Electric, Inc. as Vice President and CFO for over 20 years. There, she managed HR, financial operations, and compliance for a successful electrical contracting business—experience that now directly benefits the Neelz team. She also is a licensed Florida state-wide Building Contractor and owns her own construction consulting firm, supporting contractors with the full range of back-office support.
